Almost makes you wish an American had been killed in Bali. Chances are a snatch would occur, whether it be lead by a government team (unlikely), or a dodgy bounty hunter.
What would our government do? They'd bend over to take it from the Indons once more, changing policies so as to not upset them.
I suspect it's a moot point whether the Indonesians are watching him. Spies of various Western nations will be keeping a close eye on the bastard.
